The question is meaningless. It doesn't matter what language the neuron is written in, the main thing is to understand the algorithm.

I would think more about Python. There, the ecosystem for ML is richer than in Java.
Matlab, Python and R are based on Java, so it's better to switch to the upper level, where there are algorithms and convenient libraries, rather than programming at the lower level.
