Is Java SE + JFX Licensing Paid or Not?

Good afternoon.
There is highly specialized software written in Java SE8 + JavaFX (client-side).
The backend is not Java. Software is rarely sold to partners.
All the same, in this case, is a paid license required?
Is it legal to stay on the latest version of Java SE8?
Or is the interpretation only about a subscription to updates?
The essence of the question boils down to the fact that is it possible to continue developing on OracleJDK 8 for free, and install Oracle JRE for users?

You can continue commercial use of Java 8 without purchasing any Oracle licenses. Or you can commercially use any version of OpenJDK.
