Is it worth raising your server for a project with a heavy load?

Hello community. We are planning to develop a large project with a heavy load and a rapidly growing amount of data that users upload, solutions like AWS do not suit us, because it is expensive and the costs will constantly increase as data accumulates. We came to the decision to raise our server and negotiate with the provider to provide the desired channel. But, to be honest, I haven’t come across this before and I have a few questions:
1. Will such a solution be able to scale normally in terms of load (for example, 600,000 requests per minute or more)? It should be borne in mind that the site will have media content of all kinds.
2. Will the provider theoretically be able to provide us with a sufficient channel for this?
3. What about the fact that requests can be from Europe and America, that is, the ping will be rather big, and, accordingly, the delay? Or you can not bother about it?

@Sanes

Typically, HiLoad administrators are so expensive that the difference between Dedicated and AWS is almost invisible.

If the load on your project is really big and the amount of data grows steadily, there will come a point very soon when you realize that AWS is not expensive.

it is obvious that you need a dedicate for rent and not to fence your nonsense, if you do it yourself, then you need a server rack two channels of oops
one server cannot scale
