Some sites display a notice stating that the site uses cookies. In the same notification, there is either one "ok" button, or an "ok" button and a "cross" (to close the notification).
1) Is it true that even if you close the notification (click on the cross), the site will still use cookies?
2) Is it true that if you do not click "ok", then the site will not use cookies?

In the screenshot, the notification confronts the fact that the site uses cookies. It is not a choice to use/not use.

Google the law on cookies in Europe, there are even discussions on the toaster.
According to this law, the user can refuse the use of cookies.
But the implementation depends on the specific site, as it seems to me. Someone can display a message, but still use cookies. This is easy to check through the developer tools, for example.

depending on how the site implemented it. There are 2 options:
1) ask the user - if he agrees, then write cookies to his computer, if not, then do not write. but this is a difficult option to implement. so most go the second way
2) just a warning that the site uses cookies. so let's just think for yourself. sit on this site or leave. like no one forces you to sit here, but we use cookies and you were warned about this.
