Is it right to promote 1 page for 20 queries in Google search?

Faced with such a task, there is a website aggregator for dentistry, in each individual dentistry up to 20 services of dentistry itself will be registered.
The site works on CMS Wordpress, with the help of "tags" I want to promote all the pages of "Dentistry" for 20 HF queries.
Example:
1 page - New Dent Dentistry, Moscow st. Kote Kolbaskina 38
This page describes all 20 services and prices for dental treatment.
Question:
Will it be correct to promote all pages using "tags" under 20 queries? Or all the same, separately ungroup services on separate pages and promote them by high-frequency queries?
Example:
Removal of teeth in New Dent (Separate page) linked to dentistry itself.

It is technically possible, but it is better to promote according to the principle of one request - one page. Apparently, search engines look for only one topic per page.

Each service needs a separate page. And already on the page the number of queries to do depending on the popularity of the query in search engines and competition. If the requests are small and related, then they can fit into one article, but the text in any case should be well structured and formatted.
