Is it relevant to use services for compiling TOR for a copywriter (on an example)?

For example, I have a page with keywords (I plan an article for 2000 characters)

This is what the service writes to me:
"It is required to increase the number of uses of words from promoted queries: nut, nut, recipe, baked goods, gas, nut. The minimum number of uses of each should be at least 3."
In my opinion, this is not entirely true, and one occurrence of these keys is enough. Am I right? Where am I wrong?

I have been working in SEO for over 10 years. During this time, hundreds of sites have passed through me. A lot of copywriting was required. Technical specifications were always needed, I was looking for ways to automate. Until now, I have not found a normal service that would make good technical specifications. Therefore, I always give the task to the copywriter myself, for which I already have my own templates.
