Well, you know, from the description of the question, you can do it not on the engine, but on pure html ...
I myself have been developing for a long time on Bitrix and have made sites of different scales, I don’t see any arguments for / against whether or not to use Bitrix. In your case, I would advise you to do on the fact that you know the engine more, in fact, it does not matter, at least use the frevmork.
Depends, is it reasonable for you to pay money for a blog?
This is how I understand it: news, articles, blog... If yes, then you can install WordPress without any problems and everything will be there right out of the box and, attention, for FREE. And this is not the story about the mousetrap
Quite reasonable. The youngest editions have sufficient functionality for this, as well as the ability to expand. There are enough Bitrix programmers on the market and they are relatively inexpensive. However, it would be no less reasonable to use WordPress - it is cheaper at least by the cost of CRM, less demanding on hosting, it has a more developed ecosystem of themes and extensions.
It’s probably wiser to do it on something easier than Bitrix: WP, TXP, etc. Yes, and the question of price is important Bitrix is expensive for a blog, but there are no obvious advantages compared to the same TXP.
For several years I have been using Drupal and CodeIgniter for all my projects. Recently a friend asked me to make a simple blog for him. Decided to do it on WP.. Feelings? Better and simpler for a blog than probably not and will not appear soon.
Regarding your question. It has already been said about a thousand times, probably, but I will not be too lazy to say it again:
do what you can wisely
