Is IT really dead in Russian universities?

I often come across the opinion that in Russia it is almost impossible to get a normal IT education, and where it is real, all the places are assigned there. And what do you think?

There is no single standard for all time (yet?). Time passes, fashionable approaches change, the language has new possibilities.
There are style-guides from big companies like google, twitter, airbnb, etc. You can choose which one you like best and use it.

First of all, the environment, people in universities, play a huge role and make you comply.

1. Get an education - 50/50 and depends on: who teaches, how he teaches, who learns and how.
And this can be done both at the university and on the Internet.
2. Getting into/entering a university and graduating from it (and getting a HE graduation document) is a completely different story that has ABSOLUTELY nothing to do with point 1, including the ability to learn and attitude to the learning process. But this is (still) looked at when appointing a position and salary when applying for a job.
Choose what is "suited": self-study along with studying at a university is like "street flush" in poker. ("royal flush" - when you were simply given a registered university diploma)
