Is it profitable to freelance on foreign exchanges?

I am a freelancer, looking for orders on Russian freelance exchanges, as well as offline.
The prices of Russian freelance offers leave much to be desired, I go there several times and leave. Every time I am surprised at people who are ready to make websites for 20-50 dollars.
Prices on foreign exchanges are much higher and better, but is it possible to compete with Indian citizens? They say they dump there no worse than our schoolchildren who make websites for 20 bucks.

Is there an experienced freelancer here who can answer my questions:

1. How do they treat Russians there? Sooner or later, my bad english will burn a rush in me, will this affect the orders?
2. Are the citizens of India, Pakistan, and China heavily dumping there? they say they work for very modest money.
3. How is the money in general? Are the prices of services very different from Russian ones? How much are customers willing to pay?
4. Recommend several foreign freelance exchanges.
5. Do they throw there? Or are foreigners noble people, unlike some Russian citizens?

A bit of personal experience: I worked hard as a freelancer some time ago.
It may be better now, but the main problem was not in Indians and sites for $50, but in the fact that people did not want to pay adequate money for large-scale projects.
As a result, I stopped taking on anything more than 15-25 dollars for half an hour to an hour of work.
Up to 7-8 such projects per evening ran into scriptlance.com/ for me (minor editing of scripts, minor tuning of servers, editing broken html, etc.).
Pros: it's not a pity to lose small projects, you can always ask for payment after the fact, you can stop at any time, it's like fishing (sometimes you get 30-40 dollars for closing a tag, delicious :).
Cons: had to work at night, because. Americans and orders should be taken immediately from the heat of the heat, large losses on withdrawing money, relatively small income (up to 100 bucks a day, if you do not strain (5-6 hours of work), up to 200 if you work productively and 8-10 hours).
In general, bread and butter was more than enough.

I don’t work like that myself, but I have friends who are quite satisfied with the state of affairs. Russians are treated normally, and knowledge of the language is also treated with understanding. As for the cost of services - it's as lucky. Basically, it happens that there is a client who is willing to pay for quality, and a few budget ones in case there are no other orders. I don't know your specifics, but here, for example, is a very positive Bootb resource . It has been translated into Russian, and there are even some briefs in Russian.

The average salary in the Russian Federation is ~35 dollars per day. If the site takes 8 hours to make, then why not make it for 30-40 dollars. When I make offers that we have, that they have, I start somewhere from $ 5 / hour, and then the price is often brought down lower.
