Look at the application.
There are applications that are very similar in functionality to websites: interface, networking - that's all, but the OS API is almost never used.
For example, an application for ordering sushi or a taxi, a mobile client for a social network...
It is quite possible to write such applications in PhoneGap/Cordova, at least if you already have an HTML+CSS interface (or an established layout team) and you do not want to spend a lot of time and effort on switching to a native GUI.
