And the question is this: is it normal practice if you layout a page with flexbox and in some cases use inline-block, although you can solve the problem with flexbox as well?

BEM doesn't care about flex, does it? BEM is not about how elements are displayed.
Of course, it is better to maintain uniformity, but there is nothing particularly terrible in this.
