I wanted to write a game in vulkan, but for this you need to make an engine. I would really like to make a graphics engine on gtk, but vulkan is not supported in gtk - only in the latest versions, and even then, without a widget. and qt has a vulkan widget. can I make an engine on a free license on which I will create a game and earn money? and then do not pay qt?

You can, but only if you are using Qt under the LGPL, this is only possible using Shared builds.
Also, for a free license, they no longer release patches, so now if you do not use a commercial license, then you will always have possibly unstable versions of the Qt SDK without bug fixes.
