Our project is making a small game console for mobile phones. Is it possible to write a file that will integrate with the Wargaming Blitz to support external joystick control?

The question is interesting, but it is not clear what your steering wheel is.
The Android system has support for USB devices, there is a "built-in" trackball, and it all works very well.
If the steering wheel is an ordinary joystick, then everything should work when implementing the corresponding interface, if something more, then you will have to look in more detail.
