Is it possible to work through the Desktop interface on a remote VPS?

I have Windows. For some reason, I cannot run some software environments on the local computer. Can I work on a remote VPS through the interface? That is, I open a window in my system that broadcasts what is happening there, on the VPS. The question concerns both Windows VPS and Linux. How to achieve this? And will it be possible to put heavy IDEs for development on VPS, and work remotely?
For example. I am installing the Google Chrome browser on the VPS. Then I connect through the visual interface to the VPS, launch Google Chrome there and can go to YouTube directly through the window that displays the remote desktop of the VPS.
Maybe there are such services without VPS? To rent an OS cheaply and work remotely on it.

In the case of win, everything is trivial - rdp client. With nix there are options, vnc and the like.
The main thing is that this virtual machine should be as close as possible to you. Otherwise it will be lagodrom. But even if it is in the "neighboring port of the switch" - you won't look at YouTube like that.

Maybe there are such services without VPS? To rent an OS cheaply and work remotely on it.

We even installed servers for dozens of users on VPS.
Windows - RDP, VNC, TeamViewer
Linux - VNC or FreeNX, X11 over ssh, TeamViewer
But there will be lags. Whether they will be great, whether they will annoy you is another matter. Try.
However, an arena computer (for long-term use) will be more expensive than your own computer.
