1) What should be set in order to organize a remote desktop on the VPS for such tasks,
that is, with the ability to launch a browser to fill out forms?
The browser will always be in operation, and not only at the time of connection to the desktop.
2) And is there enough VPS with the characteristics of memory = 512, percent = 1000

in general, yes, recently there was an article on Habré about a virtual X server with a soft framebuffer. those specs are enough.
although to me it all looks like a crutch

I did something like this on ubuntu according to the instructions debian.pro/515 , although it is there for debian, but it works the same way with ubuntu. Personally, I had a hardware server as a victim at the hoster. Several square meters of cars live on it. It would be possible to manage all this happiness further from the console via sssh, but with guine it is somehow more convenient. everything is there by VNS, and the most interesting thing is that when the connection is disconnected, everything remains, then you connect and the system, the windows are the same where you left them

I did it on debian with 256 meters of memory, on PyQT 4. It worked :-) There was no full-fledged desktop due to lack of memory, only a VNC server.
