The application user enters under his login in VK. Is it possible to upload photos of people from VK search through api? Is it legal to use them in the application? Thanks in advance.

Take a minute and see if there are similar applications in the market, because I have seen dozens of such million-dollar applications where not only photos, but also music and videos are loaded.

VK policy is responsible for this.
If users agreed with it and created an account there, and VK provided the official API to third parties, who, in turn, also agreed with the policy for using this API, then what problems could there be?!
Follow the policy and don't break it, and you'll be fine with bribes.
