Yes, TOR roughly consists of two parts: the browser itself and software that establishes a connection to the TOR network and creates a local proxy, i.e. you only need the second part, you can install it separately, or you can run the TOR browser, open the proxy section in the settings, most likely it will be 127.0.0.1:9050 and enter this proxy into the program you need.
