You can rent a PC with software. Microsoft has things like SPLA. Those. the tenant will pay for the software and only for the period in which he uses it. And, probably, you can somehow stir up a license for educational institutions.

Something similar was used several years ago in the Specialist Center for Comprehensive Resources. A virtual machine was installed on the machine, in it a training image of the system with installed software. Accordingly, the training period is 2-3 weeks maximum and all the software fit into the trial period.

For example, Windows 7 can be installed without entering a key and used indefinitely without activating it.
The difference between activated and not, only in the ability to set wallpaper on your desktop.
