It's a laptop. It can consume up to 10W when idle. And it consumes this business from the internal battery. And external power goes to recharge the battery. If the laptop "starts" charging at 45W (and it may not start up, you need to check) and starts charging, well, the maximum that will happen is that it will be discharged faster than it will be charged.
The main catch is whether the laptop will accept a 45W charge or only give it 75. It is checked experimentally
By the way, SSD consumes even more HDD.
And a discrete video card, in addition to games, is not used by a laptop anyway - the desktop and applications are drawn on the integrated
