Actually the question is in the title. Phusion passenger does not start on ubuntu 16.04, and memcached is not clear. But lamp works with fresh phpmyadmin

On Ubuntu 16.04 phpmyadmin from the repository doesn't work. Updated to php 7 in Ubuntu 14.04 everything seems to work except export.
