Is it possible to use NS records in DNS hosting like this?

There is a domain delegated, for example, to DNS from Yandex

Is it possible to make a "redirect" so to speak, register on pdd.yandex.ru

This could be done if you had a stub zone on pdd, but it is unlikely that it supports stub zones.
For the main zone, the DNS servers of the zone must be registered not with Yandex, but with the domain registrar. You can register NS and create a new zone only for a third-level domain in your domain.
