Is it possible to use LGPL libraries in an open-source application under a different license?

Can LGPL/GPL libraries be used in open source projects under Apache2/BSD/MIT/Boost licenses?
I heard that the GPL is a virus license, i.e. using GPL libraries makes the program automatically GPL.
Is it so?

LGPL/GPL libraries in open source projects under Apache2/BSD/MIT/Boost licenses?

You can, the main thing is that the license is compatible. For example Apache 2.0 and GPLv3 are compatible. And Apache 1.1 is not compatible. A list of compatible ones can be found on the GNU website .
GPL - virus license, i.e. using GPL libraries makes the program automatically GPL.

No. A summary of the license requirements can be found at TL;DR Legal .
