There is a main website and an IFrame application for VKontakte. The functionality is completely duplicated. The essence of the site is a question-answer game. After starting the application, information about the user is parsed into the database. The question is, can I use IFrame user data on the main site?

According to the application hosting rules , you have the full right to store user IDs only if these IDs will be used only within your application (clause 2.1). This means that you cannot use these IDs to create any logic in your other application or site. Even creating a retargeting ad base from these IDs can be considered a violation of the rules.
I also advise you to take a look at paragraph 1.6.
