Is it possible to use heart rate data in my Android app?

I would like to write my own application on Android, which would use data from a heart rate monitor, any - the more budgetary, the better (naturally, wireless).
Accordingly, the question is, are there heart rate monitors with support for third-party software? And how is the data transmitted?
Maybe someone in the know?

If you need a toy (sports heart rate monitors are also toys), try the standard method with a camera and a backlight - it gives quite acceptable results, determining the heart rate from the blood pulsation in the finger. Such applications on the market are a wagon.
If you need a serious medical device, this is a completely different story. Such are for example in bluetooth execution .
Or do you want to take an ECG?
