Is it possible to use "golden" domestic chips for your crafts?
In search of ideas for my videos, I came across ads in Avito for the sale of Soviet microcircuits in "golden" metal-ceramic cases. They interested me and further search showed that such microcircuits can be bought even in standard online stores. For example, in plane tree 1533IE9 or chip and dip 1533TM8 . Then I found a store that sells a lot of such microcircuits, for example 1533IE7 from there . Moreover, it is written that they work with individuals and send orders by mail.
I wanted to make at least a binary clock with open electronics on such microcircuits. It is clear that it is expensive, but this is purely for show-off and for videos on YouTube.
However, the idea that these microcircuits are for military products, and even with gold plating, is very annoying. For some reason, it seems that just ordering and doing something on them without any license or permission is prohibited. What do you think, is it possible or better not worth it?

Take and solder if the datasheets are freely available.
Gold is used not because it is military, but because the conductivity is better.
Apart from the actual expenses for the purchase of microcircuits with the acceptance of the VP, absolutely nothing threatens you.
