Is it possible to use GitHub as an issue tracker with custom access?

Specifically, I’m interested in whether it is possible to somehow configure access rights so that, for example, the manager does not have access to view the code, but only creates an issue.

In the "Fork" model, everyone can make an issue. And the creator of the repository can make changes to the code, and the rest can only do fork. But the second option - The Shared Repository Model is not suitable for you. Since here everyone has access to change the code.
