Is it possible to use a proxy for third parties?

In the near future I'm going to take a VPS server for proxying to China. All Siberian hostings prohibit the use of proxies by third parties, and the price tag of 500 rubles for one person is too high. So I want to know:
1. How quickly will they block access to the server?
2. Why do some Russian vpn services quietly use this scheme, but the servers live for quite a long time without blocking?
3. Is there a hosting with sibir-ix channel besides Optibit? (the entire Internet has already been searched)
4. Is it possible to hide information about the use of a proxy on the server?

2. Perhaps because they cooperate with the RKN. There is a law about VPN, in which the VPN is required to maintain a list of RKN blocking.
