1. Can an application, after logging in to Facebook using the Oauth authorization protocol, upload photos via api using the photos.upload method?
2. Are there any restrictions on the number of photos uploaded to a facebook profile, and the number of photos in one album?

Nothing can be downloaded through Oauth - this is an authorization protocol.
Using the API you can developers.facebook.com/docs/reference/rest/photos.upload/
