Is it possible to upgrade the pre-installed php/python on MacOS to a higher version?

On macOS 10.12 Sierra, python 2.7 and php 5.6 are installed by default. Is it possible to upgrade them to 3 and 7 respectively? I would like to update the system versions themselves from /usr/bin/*. All solutions on the Internet suggest installing another version and then, if necessary, register in bash_profile export PATH. I love minimalism and would like the system to have only one version, but the latest one.

and all this for the sake of a non-illusory opportunity to screw up the system and have a sekas when updating it, when the versions become default?
this is not minimalism, this is walking on a rake.

It doesn't make any sense. Anyway, for each serious project in python, its own virtual environment is configured. And there you already specify which version of python to use, and which set of libraries, without littering the main system.

Get yourself a VirtualBox with some kind of ArchLinux or Ubuntu, depending on how much RAM you have available. And customize it however you want.
