Can it be programs that change the keyboard layout? For example, to make numpad 5 right shift
. My numpad keyboard has a separate wireless unit, I want to use it as a remote control for fubara, mpc hc.

Yes, Autohotkey does it with a bang . And here is a list of keys and their names. It's easy to understand. Download Autohotkey and make the necessary script, add it to startup, you can turn it on / off with a key combination.
