Is it possible to try popular frameworks on the knee?
It's a real problem - knowledge of frameworks like Spring, Docker and Hibernate is required everywhere.
But what if at the current job we do without all this fashion? Is it possible, relatively speaking, to "download and put" these miracles on a personal computer, buy a book / download the dock and try to tinker in the sandbox, and will this make sense?
PS I bought the book "Spring In Action". I read, I understand, I can't write Hello World.

Usually people learn this way - they read a textbook, do a pet project. If professional growth is limited only within the framework of work tasks, then growth will quickly stop and an unpleasant attachment will appear either to a relatively narrow segment of the market or to one employer in general.
Well, there are no problems with docker, it works fine now under windows, although for backend development I would advise you to install *nix (Linux or MacOSX).
For the initial roll-in, yes, books are better (only not very old, older than 2017 will no longer work). Then you can already look at the articles. Before learning Spring, you need to learn the syntax of Java, then you will not get stuck at the very beginning and will not throw the whole idea.
