Ishop.qiwi has payment acceptance. But is it possible to transfer funds through it to the wallets of site users?

only withdrawal to the owner's wallet (personal wallet scheme) or to the account is available.
it is no longer possible to transfer anywhere and pay for anything (it was possible before)
