Is it possible to test build an app via phonegap build for iphone?

Is it possible for ios to make native applications and upload them to the iphone in test mode without the appstore and other things, without obtaining a developer license.
In phonegap build it asked for a key and says "You must provide a signing key, first. Find out how to fix this."
Or with ios development is possible only in emulators?
