Is it possible to terminate the application if another application accesses the webcam?

I have a program for recording video from a webcam, but if you need to launch the camera in Skype / Viber and elsewhere, it will be busy
installing software for duplicating the camera, I don’t want it, it also loads the computer and I don’t want to record conversations in these programs
Is there any way to close the application that constantly monitors when other applications access the camera?

I think this should be configured in the program for recording video from a webcam so that it releases the camera when other applications try to access it.
