Is it possible to teach a bot to speak a rare language?

Is it possible to teach a chatbot a rare language (in my case, I'm interested in Yakut, which I speak)? The word rare refers to languages ​​​​which, for example, are not in Google translator.
I want to write a simple chatbot that can talk to me in Yakut. Obviously, here you can not do without algorithms and the basics of machine learning. Then is the popular chatterbot suitable for this?

Isn't this a "difficult" question?
Chatbot is just an I/O program.
And you can program it to read and write in Yakut.
But machine learning is not necessary, although it is not so difficult to implement.
You will have to create a syntactic and semantic analyzer yourself from scratch.
And if you are too lazy, you can create a chat bot in English and attach a translator to it,
although you will also have to write it yourself, because you said "not in Google translator."
I would suggest how to implement it easier, but I don’t know Yakut at all.
PS It's an interesting idea to create a bot in a little-known language, otherwise English, Chinese, and a few more are everywhere...
