You can, but it's dangerous. And yet - the meter will still count electricity.
About 10 years ago I was interested in this issue. I read the forums - there 50% say that they will count, 50 - that they will not. Then on Youtube I looked at a couple of detailed answers from an example. There were examples, they heated water with a boiler. But this is very dangerous.

This usually ends up in differential protection, especially in modern electrical installations.

Theoretically, theft "with your own land" is possible, BUT for this it is necessary that:

  1. the counter was classic / 1 but elemental ( 1 current sensor)
  2. connected incorrectly (phase changes with zero, i.e. electrician + controller "interested" or inattentive)

in principle, the potential of "zero" should be equal to "ground".
the consumed electricity is calculated by the passed current in the phase wire.
in a three-phase system, the powers passed through each phase wire are summed up.
stealing electricity while playing by switching the earth will not work.
