Is it possible to take photos from Hubble for commercial use?

I want to use Hubble photos for my game. What license are they under?
I found information about copyright on their website: hubblesite.org/about_us/copyright.php
But there is not enough knowledge to translate the information correctly.

And what is there to translate. It says that the images, the source of which is specified by STScI, are in the public domain , and the rest - specify.
In addition (there is no link about this) I can tell you that photographs from Hubble may belong not to the North American, but to the European Space Agency ( http://www.spacetelescope.org ), those taken before 2009 are also in the public domain, and later - under the free CC -BY license .
