Is it possible to swap Ctrl and Caps + toggle Caps/Shift-Caps layout?

Tried at the same time:

  • Swap Ctrl and Caps Lock keys
  • Switch Caps Lock layout - us, Shift+Caps Lock - ru

Nice try:
setxkbmap 
    -layout us,ru 
    -option grp:shift_caps_switch,terminate:ctrl_alt_bksp,ctrl:swapcaps,compose:ralt

But no. Caps has become Ctrl, and vice versa, but the layout with the button labeled Ctrl does not switch, which makes me unspeakably sad.
Accordingly, two questions:
  1. Is there a way to do what i want
  2. Is the same possible in bare console mode (no xorg)?

do it step by step: first the layout (albeit for a temporary one), then the caps-control and then the layout again, I had a similar one when I was sitting in manjaro-ixfets, but I changed it through xmodmap and only set capslock with shift - as I need and in bash each session starts...
