Depends on your audience. If the majority use the right browsers,
then post for those who have older browsers, the message "install such and such a browser."

IMHO it can be used in systems for internal use,
it can be used optionally (i.e. so that the web application / site works without HTML5),
if you have a public site, you need to analyze visitor statistics and draw conclusions, it's time or too early.

And I think that we should wait for HTML5 support on the maximum number of devices. One of the dogmas of web design is that a website should look the same on all devices. It's clear that this is an idealized scheme (Beeline still forces its clients to work only with IE6, if I'm not mistaken), but IE9 and FF4 are still worth the wait. In the meantime, there is time to practice before the start (smiley).
