Is it possible to split a .Net Core API + Angular project into two projects?

On the Internet, all examples of the .Net Core API + Angular bundle are demonstrated on the basis of one project. An Angular project is created in a separate folder inside a .Net Core project, or an Angular project is created outside of solution using Visual Studio tools.
1) So right?
2) How can I split into two Solution-based projects in Visual Studio so that I can run both at the same time and do debugging?

As you wish, it will be right. you can do it together, you can do it separately, for example Webpack or angular-cli, you can teach how to build a project anywhere, for example, to the wwwroot folder.
