So, even if the psd distribution license implies any processing and use in commercial projects, you must indicate the author of the design on the basis of which you made the layout. Do not forget that psd is just a format for presenting a product of author's work, in this case, design. If the license forbade the use of the work for commercial purposes or simply its distribution, then you have no right to sell or distribute the same design in the form of html-layout in any other way.
