Is it possible to secure career growth and a good profit without being a resident of Moscow or St. Petersburg?

I live in Chelyabinsk. I study in high school, I began to get involved in the layout and design of sites in parallel. Since it is not yet possible to move to another city, I began to look for options in my native city.
Do you think it is possible to secure career growth and good income in a city like Chelyabinsk? (if we take into account the design of sites and their layout, as well as the front-end)

Freelancing works well with the front-end. And the employer will not care where you are. In general, see vacancies here , for example. Compare s / n in you and in Moscow / St. Petersburg and decide.

Freelancing, for example.
I also remember one friend found a web developer and designer in the city for 300 thousand, he just advertised in Yandex direct "website creation" and made good money this way.

You can build a career no matter where you are. Freelancing is great for getting started. Well, at the same time, you need to gain experience (by participating in Open Source projects) and make a portfolio. If a person has a good portfolio, then they will take it. To prove the portfolio, for example, you can post ALLOWED things on GitHub

Rumor has it that in Palo Alto (Silicon Valley) salaries are better than in DC.
