Is it possible to save a csv file in Windows-1251 encoding with Russian and Armenian letters?
The csv file is now UTF-8 encoded. It contains both Russian and Armenian (and possibly Latin?) characters. I need to save it in Windows-1251 encoding. If I save the Windows-1251 file and then load it back, I get question marks instead of Armenian characters, the rest of the characters are fine. So how to be? Can Armenian letters be in Windows-1251 encoding?

Read what characters are represented in 1251. It's
best to use utf-8. From 1251, even Winda began to refuse
