Is it possible to run the cs-go server with the right settings on the client side using the steam web api?

There was a need to create a site like FaceIt, tell me if it is possible to implement approximately the following functionality:
1) The user enters under his data
2) Selects any room with a tournament, enters it, sees the connections of other players in the grid of this room
3) Sees the display selecting maps
4) After all of the above, a server is created with the necessary settings, then when the client clicks on the button on the site "Connect", the game client opens with the server we need
. Is it possible to somehow implement all this in Php? Or 100% have to use node-js?
And is it possible to make this functionality using the Steam Web API? I will be very grateful if you tell me how to implement the interaction with Api itself, and connect to the server in the game client, if this is of course possible)

You set up a list of parameters, let the user choose everything he needs.
Start the server, via ssh, php-ssh2 to help.
Next, on the site, specify a link like steam: // connect / ip: port
