Is it possible to run a separate program with specific locale settings in Windows 10?

Actually there is Windows 10 English.
There is a certain program (for filling out a tax return). She suddenly does not know how to use Unicode (as far as I understand) and shows me hieroglyphs. The official guide advises:

Set Russian on all tabs of the regional settings window (Control Panel / Language and Regional Standards) - pay attention to the language of programs that do not support Unicode on the Advanced tab - e.g. Russian

Of course, I don't want to change the locale settings for the sake of one program that is not very ahem...professional. Actually the question is - can I run this (and any other) program with such locale settings without changing the settings for the entire system?

Creating a separate user is an extremely undesirable option.

Will VirtualBox work?
You can put two locales and create a second user purely for ND and set him to Russian. By the way, you can try running ND as this user later and see what happens :)
