Is it possible to restore files from a backup?

Perhaps the question needs clarification. I will answer if I can.
There is a backup made from b.d. on PostgreSQL. The backup itself is in .raw format. We cannot restore files from this backup, since we no longer use the software with which this backup was made (no money). Are there other ways to view saved files or restore with another program? At least advise in which direction to look?

The question may need clarification.

It will require capital.
The backup itself is in .raw format.

We don't know what format it is either. Unless we can assume something similar to backups of running virtual machines.

Have you backed up the name of the software at least?
Are there other ways to view saved files or restore with another program?

If the backup is not encrypted using some strong algorithm with a key unknown to you, then you can.
As a last resort, through reverse engineering and software development for this.
(no money)

But here another question arises - will such a development be more expensive than renewing the license?
