Is it possible to render video in higher quality?

I record video on my phone 800x480 19fps 50 Mb.
In Sony Vegas rendered in 1280x720 60fps became 250 MB.
Tried with 30 fps not much less than 220 MB.
Questions:
Is it possible to do something with less weight?
Is there any sense in quality from this?
FPS which is better to put your 19 or more or less?
