В настройках главного модуля есть надстройка "Переместить весь Javascript в конец страницы" можно с её помощью.

Пользовался таким решение https://dev.1c-bitrix.ru/community/webdev/user/942... , но стоит обратить внимание, что kernerl нужен будет, вроде как, в компонент оформления заказа
