Is it possible to remove the blocking of IP VPS Digital Ocean by Roskomnadzor?

Hello. Has anyone contacted RosTelecom to unblock the droplet by IP?
I tried 20 addresses, everything seems to be blocked by a range.
How realistic is it to remove the IP of my server from the registry? (clean)
