Is it possible to remove an ssl certificate from a domain and assign it to another domain?

I decided to change the domain, but I feel sorry for the money spent on certificates.

It is impossible, the certificate - is bound to a specific domain name. It is possible to stick several domains to the certificate through the Subject Alternative Name field, but this is done at the stage of requesting a certificate, to an already issued one - no modifications can be made, except perhaps to revoke.

perhaps letsencrypt will suit you for a new domain?

No.
Only reissue (unless, of course, the SAN was laid down, but SAN certificates are much more expensive than usual ones). For a regular site, LE may be enough, if it suits you.
